After creating the budgeting segment, Navigate to Users > Click on the user you want to assign a budgeting segment for as shown in the screenshot below
A Pop up window will appear, scroll down till you find the budgeting segmentation > Click on Edit and assign the segments you created to the respective user > Click on Submit.
